Actually, it does fail occasionally. Some people don't feel any pain at all either genetically, in rage mode, or due to drugs. Only recently my neighbour kicked an aggressor in the nuts and it did nothing! He and a few others got beat up by him and it took 4 cops to get him arrested. On the next day he was already free again! I don't get it!

Not really. Balls can take quite some abuse before testicular rupture occurs. If you don't believe me, google some CBT-p0rn (and keep eye-bleach handy). AFAIK, the difference between regular bruising and rupture is when the scrotum itself swells up (due to internal bleeding). Another sign may be blood in urine, or the inability to pee (due to swelling). Still, if you show me a giant bruised lump, I wouldn't be able to tell which case it is, as I never practiced... All I know is that 90% of the time you kick someone in the balls, he'll bend forward in pain...

Don't know, i I mentioned it before, but an acquaintance of mine is an ex-cop. He had to deal with such a zombie. They were called to arrest some junkie and he resisted arrest. They didn't have a taser (wasn't allowed back then), the pepperspray did more harm to the cops than to the perp despite having wind on their side. It became an all out brawl. He managed to get an arm lock on him and tried to press him to the ground. The junkie ignored it and stood up dislocating his own arm! He further got one of the cops on the ground and started strangling him. My acquaintance had enough of his BS and took his batton and smacked him so hard in the arm that this arm broke as well! The perp stood up and kicked him! I can't remember what happened then, but the perp still managed to bite one of the cops and the other started whacking him in the head multiple times until the perp finally passed out (hits on the head with the police club are against police regulations). Both cops needed to go to the hospital for treatment of their injuries and then got fired over use of excessive force!
I think that this should tell you how crazy some fights can get. Some people have 0 sense of self-preservation. I've personally seen someone punching into a knife and pealing himself in the process...

The guy who got kicked in the nuts and kept on beating people up occured in Switzerland. The botched arrest occured in Germany. I do know a lot more stories like this. The funniest example happened at the Munich Airport in front of many cameras. I wish that video got leaked... (a guy was at the security check in and saw that his watch, etc. got stolen on the other side, he ran through the checkpoint and got knocked down by the thief, the security tried to arrest the thief, but he grabbed the SMG of one of the guards and it became a tug of war, meanwhile the civilian stood up and started delivering his own beatdown on the thief... It needed multiple guards and that civilian to pommel the thief into submission; no shots fired)
They really should have been allowed a tazer gun, because otherwise they have no choice but to use another type of force.
That thief deserved it, as he could have killed a bunch of people with that gun.

There was a huge discussion about the use of Tasers in Germany.
The thing about them is that, at least in the USA, they kept failing, when it really mattered, but worked too well, when they were excessive force... Thus, when a knife wielding assailant charges at you, chances are the prongs don't penetrate the clothing. When you shoot a grandma, who doesn't immedieatly comply to your orders, she keels over and dies... (both refers to actual cases)
Thus, they are a bit like brass knuckles: needlessly brutal, but not really effective at stopping a threat.
Another problem is that apparently quite a number of cops confused taser with their service pistol (how the F does that happen?).
Lastly, there's the dilemma of picking the right tool for the right job. In most ego shooters you have the choice between your rifle, pistol and knife. Yet, it somehow happens that even experienced gamers try to shoot their enemy in the head with a bolt action sniper riffle at 2m distance, or charge into enemy fire trying to bridge 10m with their frigging knife! IRL, stress is much higher, and besides the right tool, you need to worry about apropriate use of force, about your backdrop, etc. Then you might give your cops a pepperspray, taser, a baton, a pistol and a shotgun (let's say with beanbags or live rounds). How do you want to make sure that this underpaid college-dropout picks the right tool in the heat of the moment?
Cops don't seem to get any training in America... Because there is some serious incompetence and negligence...
Same in Europe. I wasn't joking when I said that some might not be able to visit the shooting range for years... They are totally defunded! One PD in Berlin requested for over 20 years urgent repairs in order to make the tab water drinkable again. Nothing has happened to this day! Other PDs had problems with asbestos, mold, leaking roofs, and as mentioned before inadequate ventiallation of the shooting range.
In another PD in Berlin, the majority of cops failed the German language written exam that was of the level of the first senior school year! (not university-level!). The reason for the latter was that they recruited a bunch of Turks, Kurds, Arabs, and Bosniaks, Serbs, or whatever and none of them was adequately integrated (those that manage to climb out of the S-hole neighbourhoods won't work for the cops, but for something that actually pays them what they're worth). It shouldn't surprise you that there had been mass brawls between ethnic groups in the police canteen...
The best worst cops, I've come to know:
Switzerland: I was invited to make a report and while I was waiting in the main hall of the PD, I couldn't ignore the ffact that one office door was completely open, no-one inside, and the service pistol was lying on the frigging table! Anyone who enters the PD could have stolen it! While I was wondering which of them was such a m0r0n, I got greeted by someone who escorted me just into that office. Yep, it was him.
Germany: My mother got stuck in an unusual traffic jam and when she passed the bottleneck, she noticed that cops were stopping everyone and asking them dumb questions. She thus asked back, why they were creating a trafffic jam, one of the cops went for his gun! His senior cop stopped him. Apparently, that junior was afraid of an old woman... Or perhaps gets anxietey when women talk to him. LOL. We never got an answer to why they did it, but it appears to have been politics. They wanted to make the road unattractive for commute because they hated that so many people crossed their village just because it was right between Munich (regional capital) and one important town. Later a way around the village was built, but people still went for the shortest path...
What a silly world this is...
